Australian Energy Regulator announces new CEO

The Australian Energy Regulator (AER) has announced the appointment of Matt Garbutt as its new chief executive officer.

Garbutt has been acting CEO since August 1, 2025.

Prior to joining the AER, Matt was the executive director, energy sector reform division for the Victorian Department of Energy, Environment and Climate Action, where he was responsible for Victoria’s energy consumer policy, transmission and distribution network policy and wholesale market policy in the gas and electricity markets, and their associated compliance and enforcement frameworks.

Welcoming the appointment, AER chair Clare Savage said, “Matt has a wealth of experience in the Australian energy industry and a strong commitment to serving our community.

“Under his stewardship, the AER will continue to play a vital role in the energy transition and ensure energy consumers are better off, now and in the future.”

Garbutt commences as CEO effective immediately.
